These classifications were also confirmed by Newstead et al#146;s results, where all exam-related items were among the least frequent and course-related items among the door statement, most frequent. 4. The result of the data analysis. The overall frequency of cheating. 75 % of the respondents in this study had engaged in at least one of the behaviours listed in the questionnaire. This study was not designed to study the moral development of the respondents, but the statement, results do, however, point in one certain direction as far as moral is somani thesis concerned. The most frequent ones among the Finnish respondents are Copying material for course-work from a book or other publication without acknowledging the source, Paraphrasing material from another source without acknowledging the original author, Allowing own course-work to be copied by another student, and Copying another student's course-work with their knowledge.

These behaviours are admitted by more than 20 percent of the participating students. As mentioned earlier, these behaviours may be considered as academic misconduct. All of them may, however, be viewed as acceptable and even morally correct among the students, since they do not have negative consequences for the fellow student but may be regarded as help and finance statement, support in difficult situations. This is probably due to the limited sample and perhaps also (judging from cryptic comments of the respondents) to fear of punishment. The students#146; responses to the items in the questionnaire depicting various cheating behaviours were in writing of a most cases similar for the both sexes; that is, there are almost no differences between female and male student#146;s responses in this respect. To two items, however, there were different reactions that are related to differences in sex. One of these items was Taking unauthorised material into an examination (e.g. #146;cribs#146;). Those state relief agencies that were deemed to be inadequate or flawed in some way had to be overhauled to meet the requirements of FERA. Most states had little experience with running genuine work relief programs and almost no experience in millionaire providing appropriate work for my favorite essay white-collar workers. Despite directives and orders issued in 1933, states and localities were not quick to cooperate by accepting federal projects. Either through inertia or a desire to institute projects of purely local interest and benefit, state involvement in work relief programs were slow to next start in 1933. Other projects in Washington were of an agricultural nature. Among these were a rural electric survey of the state, research on the development of new fruit by-products, research to determine the vitamin C content in Washington apples, a survey of part-time farming, and research on the use of by-products of the fishing industry as feed for the poultry industry. The Emergency Work Relief Program provided for three special classes of projects for restaurant white-collar workers: 1) Planning; 2) public health, welfare and recreation; 3) education, arts and research. . FERA also ordered states to appoint a qualified woman to head a women's division in each state agency. At times, processing of the commodities was done by work divisions of the state relief agencies.
